Virginia has 38 independent cities, which are considered the same as counties by the United States Census. A city in Virginia isn't necessarily based on population. For instance, Blacksburg and Leesburg are both designated as towns in Virginia, yet each have more residents than many locations in the commonwealth categorized as cities. There are 190 towns in VA.

Generally the greater a municipality's population, the larger the statistical sample size, which results in a lower margin of error. For example, Virginia Beach, the most populous place in Virginia, has a margin of error of $24 for an estimated rental cost of $1,568. One of the least populated locations, Exmore, has a margin of error of $228 on an estimate of $472.
